  A year after Microsoft released Windows 8, the highly anticipated upgrade is ready for download as of Thursday, and retail copies will be available Friday. As our in-depth Windows 8.1 review found, Microsoft left the foundation of Windows 8 largely unchanged, but it's helpfully added tips, tools, and new features that make the OS more accessible, and it's made other incremental improvements across various areas
 
And now the huge problem that a lot of windows 8 users had is Why i can't upgrade to Windows 8.1:

There is a reason , a clear description on Microsoft support site :
Although Windows 8.1 update is downloaded and installed from the store, your computer requires an additional update , KB 2871389 before Windows 8.1 will be available in stores.
This update is available for download at the bottom of this article.

 Maybe another reason :
Some editions of Windows 8 will not support a free upgrade of  Windows 8.1. and are:
  • Windows 8 Enterprise.
  • Windows 8 Professional, established companies with KMS activation
  • Windows 8 installed using MSDN ISO and activated using a Multiple Activation Key.
